Dawn Barnes is the Founder and CEO of RGD Construction. Dawn brings with her a wealth of knowledge, both in the field and behind the scenes, having grown up in the construction industry working with her father and brother, on both residential and commercial projects.
Dawn applied this knowledge and returned to school to obtain her MBA. While completing her graduate degree, Dawn was fortunate enough to spend some time in the non-profit sector, helping in community growth, organizing several youth programs, and volunteering, as well as leadership programs.
After completing graduate school, Dawn returned to the Construction Industry, and with her field knowledge, business background and a dream, obtained her General Contractor’s License, as well as two additional specialty licenses in the State of Nevada.
RGD Construction is certified as a Women’s Business Enterprise (WBE) through the Women’s Business Enterprise National Council (WBENC), the nation’s largest third party certifier of businesses owned and operated by women in the US. RGD Construction is also a federal certified Women Owned Small Business (WOSB) and is Certified through the Nevada Unified Certification Program as a Disadvantaged Business Enterprise (DBE), Small Business Enterprise (SBE) and Minority-Owned Business (MBE).

Dawn Barnes is the Founder and CEO of RGD Construction, a woman-owned general contracting firm based in Las Vegas. She leads company strategy, estimating, project management, and financial operations, with a sharp focus on scalable systems and disciplined execution. Known for decisive leadership and straight-talk accountability, Dawn has built RGD Construction into a trusted partner for residential and small commercial projects.
Todd Barnes
CGO - Principal
Todd Barnes is the Chief Growth Officer of RGD Construction, leading sales, marketing, business development, and community engagement. He owns the front end of the pipeline—from first conversation to signed contract—while also representing RGD in community partnerships, events, and outreach. With deep field knowledge and a people-first approach, Todd drives growth by building strong relationships and aligning clients with practical, buildable solutions.
Angel Soto
Principal and Strategic Advisor
Angel Soto is a Principal and Strategic Advisor at RGD Construction, supporting the leadership team with high-level guidance on growth strategy, operational systems, and client experience. With a background in engineering and decades of experience across technology and service-based businesses, Angel helps RGD strengthen its internal processes while staying aligned with the company’s values and long-term vision.
Prior to joining RGD, Angel was the owner of the NerdsToGo franchise serving the Las Vegas and Henderson markets, where he built and operated a successful service-based business focused on systems, customer experience, and scalable operations. Today, he works as a consultant and advisor to small and mid-sized businesses, bringing a strategic, technical, and ownership-minded perspective.

Joey Palmer
COO - Principal
Joey Palmer serves as Chief Operating Officer of RGD Construction, overseeing internal operations, workflows, and execution across the company. He focuses on turning strategy into action by strengthening processes, supporting both field and office teams, and ensuring projects run efficiently from planning through closeout. With a detail-driven, execution-first mindset, Joey helps keep RGD Construction organized, accountable, and positioned for sustainable growth.

1. What Type of Clients Do You Work With?
General Contractors often have specialties, yet the best GC’s will take on any client or challenge. Always make sure to make sure your contractor has the capacity to take on your project.
At RGD Construction we specialize in residential remodeling (kitchens and bathrooms), additions, insurance build back (making you/and your home whole again after loss), and commercial tenant improvements (renovations). Nonetheless, with over 25 years of construction experience, RGD is skillful at using sound judgement and logic to get any type of project done on time and within budget.
2. Can I see your certificate of insurance?
Contractors should have both workers’ compensation and liability insurance specifically for the type of work they perform. Looking at certificates of insurance will give you peace of mind that she’s insured for the job you’re hiring her for.
3. Will you hire subcontractors for the job?
It is not typical for a general contractor to have every type of necessary worker under one roof, especially for projects like building a home from the ground up or remodeling a commercial space.
A general contractor will need to subcontract work out to plumbers, painters, electricians, and other specialists. Ask for the name of every company they will subcontract. Use this information to verify these credentials and ensure they also have the necessary insurance requirements.
4. What does a typical workday look like for your crew?
Organization and preconstruction planning are essential when it comes to successful construction projects. Your contractor should be able to give you an idea of a potential work schedule for the project, such as working hours and general timelines. When discussing schedules, you should also ask how the crew will ensure a safe, secure, and clean working environment. RGD Construction prides itself on safe and clean working environments.
5. Do you Offer free in person estimates?
Yes, we offer one (1) free visit /estimate for your project site, as long as you own the property, or you have an accepted offer to buy and have been pre-qualified by your lender. Any additional estimates/revisions will cost $500 each (paid upfront) to help cover the time and resources involved with estimate/ revisions associated with your project.
6. Do you offer design assistance, or do I need to find one on my own?
If your project requires an architect and/or designer, RGD can connect you with a designer from our design build team, but if you have your own, we’ll happily work with yours as well!
7. Is RGD Construction licensed, insured, and bonded? Will my project follow my local city’s zoning & building laws?
RGD Construction is licensed, insured, and bonded for each city we work in. In addition, we collect liability insurance certificates from any subcontractors and vendors we use on our projects. RGD pulls permits and we have our work inspected by inspectors, as required by the different municipalities RGD works in.
